Yes, you can get education grants if you are enrolled less than half time but you will have the ability to get just the Federal Pell Grant and the FSEOG. It doesn't matter how much you study for the ACT test, it only matters how much you can keep in mind on the day of the test. It is not a surprise that lots of parents today (particularly in Singapore) engage tutors to offer their children tuition.
